India has second highest population in the world but its healthcare facilities have an average reach to lower class people partially because of the cost involved and partially because of the awareness level.The middle and upper class could take advantage of the medical facilities spread across the nation.The provision of health care by the public sector is a responsibility shared by state, central and local governments, although it is effectively a state responsibility in terms of service delivery. State and local governments incur about three-quarters and the center about one-quarter of public spending on health. The responsibility for health is at following levels:
First, health is primarily a state responsibility.
Second, the center is responsible for health services in union territories without a legislature and is also responsible for developing and monitoring national standards and regulations, linking the states with funding agencies, and sponsoring numerous schemes for implementation by state governments.

.:A free-levying private sector that plays a dominant role in the provision of individual curative care through ambulatory services.
Government, private and voluntary sectors have built up a vast health infrastructure and manpower at primary, secondary and tertiary care. There are a number of medical and para-medical institutes, which turn out professional manpower to run these facilities. A lot of these also go to Europe and mid-East and take up employment there.

India is home to one-sixth of the world's population. While India has made great strides in health care and education in past decades, improvements have not been achieved uniformly throughout the country.The quality of health care available in India is extremely variable -- from corporate hospitals with the latest equipment, highly-qualified doctors and patient-friendly services, to small outfits with unqualified staff, lacking even basic equipment or a continuous supply of water and electricity.
